What is the RTO Annual Registration Charge?

How is the Annual Registration Charge Calculated?

1. Number of Qualifications and Courses on Scope

This refers to the total training products listed on your scope of registration as of 1 July each year.

Included:

• Qualifications
• Accredited courses

Not included:

• Individual units of competency
• Standalone modules

Important note:

• Individual units of competency and skill sets do not count toward this total.
• If you have superseded training products that are not equivalent to the current version, they count as separate qualifications. Keep your scope clean by removing non-equivalent superseded products to potentially lower your tier.

2. Number of Unique Students

This is based on the total number of unique students enrolled in the previous calendar year (January – December), reported via AVETMISS.

Key rules:

• Each student is counted once only, even if enrolled in multiple courses
• Students enrolled only in standalone units (not part of a qualification, course, or skill set) are excluded

Both metrics are grouped into tiers. The ARC is then calculated based on where your organisation sits across both dimensions.
